I feel that this rule would be a better fit in section 6 (plagiarism & art theft) rather than section 2 (photographic content), since many AI image generators are not based on photos at all, and the stated issues with AI image generators are data sets obtained without consent and overfitting (copying). Section 6 even already has a rule about non-AI image generators.
